Electrical Quality Manager / Principal Duty Holder

The Role 

The Electrical Quality Manager is responsible for leading Designer Group programs for the respective regional operations they oversee. Based out of the Designer Group Dublin HQ with project visits as required, this role will be for personnel focused on driving compliance and continuous improvement to the management systems, requirements, while assuring full operational alignment. Part of a core team, the Electrical Quality Manager will report directly to the Head of Quality. The position may require travel to international project locations.

Key Tasks & Responsibilities

The Electrical Quality Manager will play a pivotal role in ensuring the delivery of high-standard electrical installations across all project scopes. This includes setting quality benchmarks, maintaining regulatory compliance, and supporting commissioning efforts. Key responsibilities include:

The role of Principal Duty Holder is to be the gatekeeper of governance for all the Electrical installations performed by the company to I.S 10101:2020 standards, point of contact for Safe Electric, ensure status as a REC-Registered Electrical Contractor is not compromised.

  • Mange the implementation of project-specific Quality Plans and Inspection & Test Plans (ITPs) to ensure alignment with contractual, regulatory, and industry standards.
  • Leading the allocation and management of QA resources across multiple project sites to support consistent quality execution.
  • Coordinating ISO 9001 quality management audits and ensuring site readiness through proactive internal assessments
  • Own the company Electrical Safe Systems of Work, (ESSOW) maintaining improvement on electrical safety and control. Appointment procedure enforcement of SAP’s, AP’s, Competent Personnel.
  • Collaborating closely with commissioning teams during the early stages of project execution to support quality-intensive activities and system validations
  • Conducting routine and ad hoc quality inspections, internal audits, and root-cause analysis of non-conformances, both onsite and remotely
  • Overseeing training programmes for internal personnel and subcontractors, including City & Guilds accreditation and competency evaluations
  • Supporting project turnover and handover processes, ensuring all QA deliverables are completed, documented, and verified
  • Liaising with the Mechanical Division to ensure a coordinated, multidisciplinary approach to quality delivery
  • Acting as the primary driver of compliance initiatives, including Safe Electric (as Principal Duty Holder in Ireland), BCAR, and international standards such as DSB (Norway) and Austria’s Electrical Trade Licence.
  • Ensure that all electrical works comply with statutory regulations, including Safe Electric rules (Ireland), national wiring regulations (e.g., IS:10101), and health & safety legislation
  • Act as the primary liaison with electrical regulatory authorities (e.g., Safe Electric, NSAI, HSA), managing audits, inspections, and licensing requirements
  • Provide final review and sign-off for electrical installations to certify they are safe, compliant, and ready for energisation or handover
  • Ensure that all staff performing electrical work are adequately trained, certified, and competent to carry out their duties. This includes maintaining current records of qualifications
  • Lead periodic internal reviews to ensure all electrical works are performed to a high standard, identify potential risks, and implement corrective actions
  • Maintain comprehensive records of electrical work, including certificates, test results, and installation reports, ensuring they are accessible and compliant with audit requirements
  • Take ownership of investigating any electrical incidents or near-misses, conducting root-cause analysis and implementing preventative actions
  • Engage with project teams to provide technical guidance on standards, regulatory requirements, and best practices during planning, execution, and commissioning phases
  • Stay current with changes in legislation and best practices, and implement process improvements to maintain the company’s reputation for electrical excellence

  • Deep understanding of quality planning, regulatory compliance, and risk mitigation frameworks
  • Extensive knowledge of electrical systems within large-scale Projects
  • Demonstrated experience in aligning quality assurance activities with commissioning requirements and schedules
  • Strong written and verbal communication skills, including the ability to prepare clear quality documentation and technical reports
  • Skilled in understanding CENELEC and the application of localised standards, and best practices to project execution in the region of installation.
  • Confidence in engaging and influencing stakeholders at all levels, from field teams to executive leadership

 

Requirements

  • Minimum 7 years’ experience in electrical installation and/or inspection roles
  • Recognised third-level qualification in Electrical Engineering or a related field
  • City & Guilds IQA Assessor Certification Desirable
  • Understanding of Electrical Safety Rules in HV/LV Environments, i.e. SAP, AP, AE, CP roles & responsibilities and implementation.
  • Proven track record in compliance-related roles and managing regulatory interfaces
  • Professional certifications and accreditations including ISO 9001.
  • Valid, full clean driving licence
  • Proficient in the use of digital QA tools (Procore, BIM360, Field View, EIDA etc.)
  • In-depth knowledge of ISO:9001, BCAR, DSB (Norway), and other relevant European and international regulatory frameworks.
  • Strong knowledge of IS: 10101:2020 + Amendments, NSAI, BCAR, and relevant European directives
  • Demonstrated familiarity with ITP development, ESSOW implementation, and QA–Commissioning integration.
  • Capable of managing multi-site teams and adapting to dynamic project demands in fast-paced environments.
